FOR NATIONALS STATE TOURNAMENT PARTICIPATION COMPULSORY

Dear all players and parents, please note as decided in EC meeting held on 16th December 2013 at Jalgaon, it is compulsory to participate in State Selection Tournament for the category from U-9/U-11/U-13/U-15/U-17/U-19/U-25/Open/Women if you wish to participate in the Nationals as Donor entry for the respective category. This rule is applied to all the National Tournaments for this year.

Except those Participants who fulfill following criteria are exempted.

1. Title Holders –

Any Title holders like GM/IM/FM/CM and Government award holders like Arjuna, Shiv Chatrapati etc. can directly participate in Nationals U-9 onwards tournaments as donor entry. It is not necessary for them to participate in corresponding State selection Tournaments.

2. Rating Criteria –

Players fulfilling following criteria will be exempted to play Nationals U-9 onwards as a donor entry directly.

The rating will be considered from the current rating list and one month prior to the tournament.
For example: If National Tournament is in the month of October then Rating list is considered of the month September and October.

3. Current Year Selected Players -

Top two players from U-7 to U-13 in State Selection and Top 4 players from U-15 onwards (except U-17 & in this category only top 2 players) in State Selection can play directly in National Tournaments as donor entry without participating in corresponding State Selection Tournament for the current year or those who are already eligible as a seeded for upcoming National/Asian/World Tournaments.

For example

1) U-9 second position holder can participate in U-15 and above Nationals as donor entry directly.

2) U-15 third position holder can participate in U-17 and above Nationals as donor entry directly.

NOTE FOR REIMBURSEMENT OF ENTRY FEE/TA/DA FOR PARTICIPANTS IN NATIONALS TOURNAMENT

The reimbursement amount is Rs. 5,000/-(including entry fee, TA/DA etc.), for participants in Nationals.

REIMBURSEMENT PROCESS:
  • 1. The reimbursement is only for seeded players or those participants who got selected in Maharashtra Selection tournament for the current year.
  • 2. After selection in Maharashtra State tournament players has to confirm about participation in National (by filling confirmation form) & after declaration of dates please send entry fee to MCA as per circular of concern National. We should receive entry fee at least 2 days before the last date of depositing entry fee (i.e. if last date of entry fee is 19 May 2015, MCA should receive money along with confirmation before 17 May 2015). MCA will intimate & confirm your nominations to the organizer.
  • 3. After completion of National tournament he/she has to submit the reimbursement form along with original receipt & Xerox of National participation certificate within one month of commencement of tournament. In any case Proposal submitted after one month will not be considered for reimbursement & it will be treated as cancelled.
  • 4. MCA will issue cheque or deposit the money in your account.

For Arbiters – License and Registration compulsory:

FIDE has introduced the following Rules:-
  • All FIDE Rated tournaments should have only licensed Arbiters
  • Tournaments with other Arbiters (not licensed) will not be rated.
  • The Rules came into effect from 01.01.2013.
  • MCA registration is compulsory. The Registration Fee for MCA is Rs 200/-. Forms available on MCA / Downloads / Forms & Formats / MCA Arbiter Form. For more details please visit AICF website.
Confirmation/cancellation for Participating in National Tournament:-

The selected / seeded player has to fill the MCA Confirmation/ Cancellation form at the venue and give the same to chief arbiter of the concerned Maharashtra State Selection Tournament. We have observed that the selected players in various Maharashtra Selection Tournaments do not give the timely confirmation about their participation and non participation in the subject National tournament.

Due to some circumstances, selected/seeded players does not participate in National Tournament and it makes MCA unable to give chance to the next selected player, it is decided that Selected Player should inform the same in writing at least 7 days before the National Tournament otherwise he/she has to pay penalty or Rs.5,000/- to MCA.

If 11th hour cancellation is there because of some unavoidable conditions i.e., ill health of player, ​mishap to​ near ones, then various documentary evidence will be required like medical certificate and letter from school( as per the reason given) etc, including recommendation from District Secretary to avoid penalty.

Entry form for Nationals / AICF selections:-

Please note that for participating in any National Tournament all Seeded/Selected/Donor players should confirm their entries through respective Districts. It is mandatory to fill MCA entry form for National and send to MCA with a copy of birth certificate and as per AICF rule the birth certificate should be registered within one year from the birth of child.

National Entry Fee payment should be deposited in MCA SBI account at least 2 days before lat date without late fee, else MCA will charged fine of Rs500/-. MCA will forward and intimate the entries to the organizer.

Please note that players should be registered player of Maharashtra. No last moment phone calls, emails, direct entries for confirmation of entries will be entertained by MCA.

AICF GUIDELINES

All Players/Parents kindly note that, AICF has strictly given instructions to Players, Parents & District Association of Maharashtra to contact them through Maharashtra Chess Association only. For any query/enquiry/information regarding National/International tournament Participation & other activities related to AICF, who directly contact to AICF, they may not entertain & MCA will not be responsible. To avoid such awkward position of us; we request you to follow the guidelines.
AICF has a very strict rule about the age limit which is as follows:
  • Every Player must submit their copy of the birth certificate registered within year from birth to prove his/her age. . Certificates should preferably be from Panchayat, Municipality or Corporation. Certificate from School are not enough. Players without the prove of birth certificates will not be allowed to participate & if player found without birth certificate in the state tournament AICF will fine Rs 5000 to that concerned organized association
  • Ministry of youth affairs & sports Govt. of India provided guide lines that no Indian Player can Participate in the state tournament without Indian pass port
In the case of foreign players also no foreign players without All India FIDE ID allowed to play any FIDE rating tournament in India.
Fide license for unregistered players:-

From the 1st of July 2013, Fide registrations have to be compulsory for all the players.

1. A player who registers to participate in any FIDE rated tournament shall be required to provide his FIDE ID number.

2. An organizer receiving any registration must refer to the list of FIDE license players before accepting the registration.
3. If an organizer inadvertently accepted a player without a valid license, the organizer shall be penalized 50 Euro for every infringement. Such players shall not have a FIDE ID number and shall have no Federation Flag.
It clearly state that a player playing for the 1st time in any rated tournament has to apply for his license and FIDE number well in advance, before the start of the Tournament , means spot entries cannot be received by organizers (especially for new players).
Celebration - Chess Day 7TH September- In the memory of Late Bhausaheb Padsalgikar.
Recently the executive committee of MCA had been decided that 7th September is celebrated as a Chess Day In the memory of Late Bhausaheb Padsalgikar to honor the great work done by him in the game of chess field.

In view the above, all the organizers / players / district associations are requested to conduct a various program on that particular day. Also we requested all of you that if you have any idea/plan/suggestion for the above matter, kindly send it to us.
Participation in Authorized & recognized tournament:-
MCA would like to inform all the registered players /parents of MCA/AICF not to participate in any unauthorized Tournament which is not recognized by the Maharashtra Chess Association and All India Chess Federation. Before participating in any Tournament, please kindly check the same Tournament is recognized by MCA/AICF. Failing which appropriate action can be taken against the player.
